It seemed relevant, so I followed the steps to delete all of the devices under the 'Universal Serial Bus Controller' node, so that windows can reinstall all of the necessary drivers. This included 3 USB controller devices, my processor and other things. Code error 28 is a device manager error code that mainly happens to video card, sound card or USB devices. This error can also occur on a 32-bit or 64-bit version of Windows 7/8/10 on an Ethernet Controller or Bluetooth.

So as of very recently, none of my USB drivers have been working. Plugging in lets say my phone will charge it, but it wont be recognized as a device attached. After some playing around in my device manager, I see that my phone has the message 'The drivers for this device are not installed. (Code 28)' in the device details. Ok simple enough, I have it check for updates, but to no avail. OOOOOOK, so I check to see if the USB drivers are up to date, and they are. I try several more USB devices like flash drives and my garmin watch and they all have the same code. I then did a lot of googling and I couldnt seem to find someone who has the quite the same issue. I did find a temporary fix by rebooting with Driver Signature Enforcement disabled but I'm looking for a more permanent fix, if one exists.
I'm running an up-to-date Windows 10 on a Lenovo Y50 that is less than a year old
